Abstract
Service organizations are characterized as having high labor intensity and short response times. These characteristics, along with low increases in service sector productivity, make workforce scheduling a fundamental concern. This paper addresses a staff planning and scheduling problem that arises at Korea Post delivery and pickup stations (D&PSes) with which multiple categories of employees and multiple task assignments have many of the characteristics of a typical service organization. The main objective of this paper is to describe a methodology for finding weekly schedules of full-time and part-time employees in a cross-functional manner and to evaluate the impact of scheduling flexibility on postal service productivity. The experiment with data supplied by Yongsan D&PS in Seoul shows several advantages in terms of load balancing and scheduling flexibility. The workload per an employee can be reduced by 7.85 percent in busy periods, which represents that an average of 706 mails can be delivered additionally per employee, thereby increase in service productivity.
