향후 이동통신서비스 시장은 LTE서비스를 중심으로 재편될 것으로 예상되며, 우리나라에서도 2011년 7월 SK Telecom과 LGU+가 기존의 800MHz 대역을 사용하여 LTE서비스를 개시하였고 2012년 들어 KT도 기존의 1800MHz대역에서 서비스를 시작하였다. 한편 우리나라는 2011년 8월, 최초로 주파수경매를 통하여 향후 LTE서비스에 사용될 3개 대역의 50MHz 주파수를 할당하였다. 경매는 동시오름 경매방식으로 총 9일간에 걸쳐 83라운드가 진행되었으며, 국가자원의 이용권에 대한 적정가격이 부과되었고 주파수 할당의 공정성과 투명성을 제고하였다는 긍정적인 평가와 할당주파수의 불충분, 경매설계상의 문제노출, 과열경쟁 및 승자의 저주 등 부정적 평가가 동시에 제기되었다. 본 고에서는 전세계적으로 LTE서비스가 도입?확산되고 있는 시점에 주로 경매를 통하여 할당되고 있는 해당 주파수들의 경매가격과 주파수 총량에 대하여 주요국가들의 현황을 비교 분석함으로써 우리나라의 경매결과를 객관적으로 평가하고 향후 보다 발전적인 주파수경매제도의 적용에 도움이 되는 시사점을 도출하여 제시하고자 한다.
