Abstract
Technology planning refers to the broad decision-making activities and processes implicated prior to the execution of a chosen R&D project. For greater efficiency in planning, this study breaks down the technology planning into three phases: (1) exploration of technology opportunities, (2) evaluation and selection of main R&D projects, and (3) formulation of a technology development program necessary to embark the R&D projects. Then, focusing on the second phase, this paper proposes a procedure to identify and choose adequate R&D projects in the public-sector. The procedure in the second stage is summarized as follows: first, determine required technologies; second, identify technologies to be developed; third, assess their potential in serving public-interests in terms of attaining policy goals, achieving expected benefits, reflecting demands, and meeting the urgency of technology acquisition; and finally select R&D projects on the basis of their priority and resource availability.We offer assessment criteria in each of the steps and a scoring method which, in aggregation, determines the overall priority level of an R&D project. Although the procedure may be generalizable across diverse R&D fields, our focus is on customizing it to the fast changing and highly innovative IT (information technology) field based on our past experience.
