Abstract
High labor intensiveness and short response times are key characteristic of service organizations. These characteristics, along with low increases in service sector productivity, make staff scheduling a fundamental concern based on workload balancing. This paper addresses a staff operating problem that arises at Korea Post delivery post offices (DPOs) with which multiple categories of workers and multiple task assignments have many of the characteristics of a typical service organization. The main objective of this paper is to describe a methodology for estimating each staff's workload and finding the optimal operating plan of full-time and part-time workers in a multi-functional manner with load balancing and to evaluate the impact of operating flexibility on postal service productivity. The experiment with data supplied by Bucheon DPO around the capital area shows several advantages in terms of load balancing and scheduling flexibility. The workload per a worker can be reduced by 10.78 percent in busy periods, which represents that an average of 686 mails can be delivered additionally per worker, thereby increase in service productivity.
