Abstract
Standards and IPRs commonly aim to facilitate the development of innovative technologies and the market spread of them. Standards essential patent called SEP is recent hot issue in the telecommunications sector because it is closely affected to patent holders' market power and profit. In this paper, we analyze standards essential patent trend in the ITU-T as one of the representative international standards setting organizations (SSOs). Based on the results of this analysis, we examine each country's SEP position that indicates the degree of a country's standardization activity linked to patents. Finally, we briefly look into the recent litigation case (Apple vs. Motorola Mobility) and SEP related discussion in the ITU-T.
