Abstract
The main purpose of this study is to examine whether ICT investment leads to improve and increase productivity, especially at government level. In order to investigate the degree of productivity, we explored knowledge flow that provides pathway of the diffusion of technology by using network analysis. In order to examine the knowledge flow, we analyzed technology cycle time (TCT) and diffusion index of technology by drawing on the patterns of patent citation between 2008 and 2009 in South Korea. This study found three significant results. First, the degree of diffusion of technology development and knowledge flow in ICT is relatively faster than other technologies. Second, ICT industry has mainly influenced on technologies of other industries. Finally, based on network analysis, ICT is centrally located for all other technologies. Therefore, it can be argued that ICT investment at least research and development (i.e., R&D) is positively influencing on productivity throughout knowledge flow.
