To properly assess the effectiveness of Freeway Traffic Management System (FTMS) and Rural Traffic Management System (RTMS) and eventually to obtain the diversion ratio of national road users faced with Variable Message Signs (VMS) traffic information, a Stated Preference (SP) based survey methodology has been undertaken. The major variables used were the knowledge level on the national roadway network, traffic information disseminated by VMS, and travel cost. The diversion ratio from expressway to national road (compared with those in normal traffic condition) has been calculated. As a result, drivers who do not know much about the national roadway network diverted from expressway to the national roads at a rate of 4.7% in case that the travel time of expressway was two times that of national road. On the other hand, drivers who are quite knowledgeable on national roadway network diverted in the same fashion at a rate of 19.1% in case of unfavorable national roadway condition, and of 35.6% in case of favorable condition. This kind of basic result can successfully be used for simulation study for evaluating the effectiveness of ITS deployments like RTMS and FTMS, could be a yardstick for designing more proper VMS message sets which affect the behavior of roadway users as a whole.
