Abstract
The Purpose of this paper analyzed e-Japan Strategy and introduces new IT Strategy "u-Japan Strategy". e-Japan Strategy is based on market force, exert its full potential and make Japan the world's most advanced IT nation within five years. Great headway has also been made in the development of basic IT technologies, mobile telephone, IPv6, FTTH, and ubiquitous network. Japan has successfully carried out most of the goals of the e-Japan Strategy. and are now ready to move ahead to the second phase of IT strategy through u-Japan Strategy. The basic concept of the u-Japan Strategy stands on the three principles. First, the u-Japan Strategy aims at building seamless ubiquitous networks where users need not be conscious of whether the communication is wired or wireless. Second, the u-Japan Strategy focuses on using ICT to resolving social problems. Third is upgrading an enabling environment. The spread of ICT to areas of daily life could further increase concerns and obstacles that are already emerging in the cyber society and generate new unexpected problems. In order to clear these problem in advance, the u-Japan Strategy includes drastic measures in the area of use environment.
