Analysis on Each Country's Patent-Standardization Position using Patent DB of Major International Standards Development Organizations

- Abstract
- This paper briefly surveys an overview of IPR Policies of major international standards development organizations including the ITU-T, the IEEE and the OMA. And then we analyze each organization's Patent DB in detail which contains information relating to patents incorporated into its standards. After that, this paper examines the Patent-Standardization Position by countries which indicates the degree of each country's standardization activities linked to patents based on the analysis of each organization's Patent DB. Finally this paper gropes for the national standardization policy coping with the rapidly changing ICT environment.
