This paper derives major issues that should be considered in the process of policymaking of mobile roaming in Korea and makes suggestions for those major issues. To derive those issues that considered by government before the introduction of mobile roaming policy, first we examine the necessities and current status of telecommunications network sharing in Korea, especially from the point of view of policy between facility-based competition and service-based competition. Second, we look into the characteristics of mobile roaming to the bottom and make comparative studies between the roaming and the similar concepts in telecommunications policy, such as interconnection, MVNO (Mobile Virtual Network Operator), resale, mast sharing etc. Third, we inspect the aim of mobile roaming in Korea by investigation for primary causes of requests for mobile roaming from Korean telecommunications operators and industry etc. We also briefly review of the status of the Korean wireless communications market including 3G (Generation) mobile service market and policy. Fourth, we analyze case studies of mobile roaming for developed countries and Korea focused on each nation's roaming policy. Finally, we make suggestions for major issues on Korean mobile roaming policy, using the above research results for the needs and current status of telecommunications network sharing, the characteristics of mobile roaming market review, the aim of mobile roaming, wireless communications market status in Korea, and the case study analysis for developed countries and Korea. Especially, we also give our opinions on the major issues for 3G mobile roaming in Korea in which are highly interested among 3G mobile operators.
