액티브 네트워크 기술을 DARPA(The Defense Advanced Research Project Agency)에서 기존의 수동적인 망 하부 구조를 능동적으로 바꾸고, 망의 기능 수행을 액티브 패킷(Active Packet)을 기반으로 라우터에서 가능하게 하기 위해서 설계 및 구현하였다. 이 기술에 대한 연구는 주로 ATM(Asynchronous Transfer Mode)과 IP 망을 중심으로 진행되었고, 최근 이동 통신망의 물리적 특성의 제약을 최소하기 위한 분야에 대한 연구가 매우 활발히 진행중이다. 본 논문에서는 켄텐츠 최적화 서비스 모델을 액티브 네트워크 기술을 이용하여 오버레이 서비스 망을 구성하여 다양한 유ㆍ무선인터넷 환경의 사용자에게 컨텐츠 최적화 서비스를 제시한다. 또한 P2P 시스템의 디스커버리 알고리즘과 같은 분산형 알고리즘을 채용하며, 액티브 네트워크 기술을 통해 컨텐츠 변화 기능을 망에서 동적으로 수행하게 한다.
