Abstract
Recently how to advance the spectrum policy for the efficient use of frequency resources in the future was studied. In Europe, WAPECS(Wireless Access Platforms for Electronic Communication Services) concept has been discussed, and the technical standards for WAPECS will be derived at EC. In Korea, FACS(Flexible Access Common Spectrum) concept is derived, so any low power devices meeting technical requirements can be used in FACS. It is new paradigm differ from existing spectrum management method in Korea. So, technical requirements meet for technical neutrality without interference are very important factors. In this study, we studied the technical conditions for sharing frequency spectrum without interferences and the ubiquitous business model for FACS. And the business model would be designed by the major survey issue of FACS against the potential customer. This paper's future service excavating in Korean unlicensed spectrum with FACS is based on the interview and survey. The present paper had the questionnaire result against about one hundred regular wireless devices companies in the later year 2007. The survey questionnaire was set up with the assistance of experts. Questionnaires should be pre-tested before the survey occurs. The survey questionnaire listed a brief explanation of the purpose and contents of the interview, clarified the context of the decision by providing general background information on current unlicensed spectrum and FACS usage, and explained the expected effects of the proposed service and the detailed attributes of the unlicensed spectrum accommodation.The expected results would be 4 fields. Firstly, assessment of the present serving for unlicensed wireless devices and unlicensed and allocated FACS impact. Secondly, preferred frequency band for FACS. Thirdly, the necessary place for unlicensed wireless devices for FACS in the future. And lastly, the popular technologies for realizing FACS service and the approaches to spectrum management.
