Abstract
Korean mobile telecommunication market has grown quickly by the intense competition between three mobile operators and the use of CDMA technology. Mobile market has been completely saturated in the past decade and most Korean operators have been accustomed to think that the adoption of the subscriber identity module, SIM, is not necessary. But the initial introduction of 3G technology, or WCDMA which uses USIM cards, to the Korean mobile market in 2006 changed the concept of present mobile telecommunication market. As penetration rates for WCDMA service have grown rapidly, most subscribers, even mobile operators and handset manufacturers feel inconvenience and were confused by sudden encounter with inexperienced function than reap the benefits of new concept, because of the poor understanding of WCDMA service and USIM card. The Korean regulator, MIC, had been considering lifting the lock-in system to benefit consumers and imposed legal control on mobile operators to release the lock-in system from the WCDMA service at the first half of 2008. In this paper, I analyzed the benefit from the introduction of USIM card to relevant bodies such as subscribers, operators, manufacturers, and etc. Finally, I proposed the effective political measures for the countries like Korea which are encountered the sudden introduction of detachable identity modules such as SIM/USIM cards.
