Abstract
Partial encryption and watermarking for H.264 video data is not an original technique and various relevant techniques were already proposed in previous literatures. In this paper, we describe the partial encryption and watermarking technique which supports format compliance in H.264 video coding and is independent from the H.264 codec. In addition we also show the test results of the common IP camera and CMS which are implementing our proposed scheme. The format compliance means that the encryption and watermarking process does not change the encoded bitstream's data format in order to support direct operations such as browsing, playing, cutting and so on. The proposed scheme allows only authorized users to decode and decrypt the video when the video forgery attack has not occurred and can be used for video surveillance systems to support video data protection.
