국제전기통신연합-전파통신부문(International Telecommunication Union – Radiocommunication; ITU-R)에서는최근 적응형 전송방식을 사용하는 위성통신시스템을 위한 성능 목표에 관한 신규 권고서(Recommendation)를 개발하였다. 적응형 전송방식을 사용하는 경우, 채널에서 발생하는 신호 감쇠 극복을 위해 가변비트율(variable bit rate)을 제공하여 요구되는 성능이 만족되도록 하기 때문에, 기존의 고정비트율 시스템에 적합하도록 제정된 성능목표 권고서를 적용할 수 없다. 이러한 점을 고려하여 신규로 제정된 성능 목표는 신호대잡음비에 따른 스펙트럼효율을 성능목표의 하나로 권고하고 있다. 따라서, 최신 디지털위성통신 기술을 적용한 위성망간 및 위성망과 타시스템간의 간섭 분석도 이와 같은 성능 목표를 적용하여 기존과는 다른 방식으로 접근할 수 있을 것이다. 본 논문에서는 이와 관련된 표준화 동향을 분석하고, 신규 개발된 권고서에서 정의하고 있는 성능 목표의 의미를 분석하고자 한다.
