국제전기통신연합-전파통신부문(International Telecommunication Union - Radiocommunication; ITU-R)에서 개발한 권고서 S.2131에서는 적응형 전송 방식을 이용한 최신 디지털 위성 통신 시스템에서의 성능목표를 제시하고있다. 권고서 S.2131에서 제시하는 성능목표 중 신호 대 잡음비에 따른 스펙트럼 효율 값은 적응형 전송방식을사용하는 시스템을 위하여 새로이 도입된 값이다. 권고서에서는 연평균 강우감쇠 예측모델을 이용하여 연평균 스펙트럼 효율 저하도를 계산하는 예제를 제시하고 있다. 연평균 스펙트럼 효율 저하도 값은 권고서 P.618에서 제시하고 있는 연 시간율 5%미만의 강우감쇠 예측모델을 연 시간율 5%이상의 범위에도 적용할 수 있다는 가정 하에추정된 것이다. 본 논문에서는 이러한 사실을 바탕으로 하여, 강우감쇠 예측 모델에 대한 다양한 가정을 적용하여계산된 스펙트럼 효율 저하도를 비교, 분석한다. 본 논문에서 제시한 결과들은 권고서 S.2131에서 제시하고 있는스펙트럼 효율 값을 최신 위성시스템의 성능 목표 정의에 어떻게 사용할지에 대한 직관적 도움을 줄 수 있을 것이며, 또한 위성간의 간섭 분석과 같은 연계권고서 개발에도 도움이 될 수 있을 것이라고 판단된다.
