최근 세계 곳곳에서 크고 작은 재난상황이 발생하고 있으며 특히 세계적인 COVID-19의 전 세계적 확산은 모든 국가가 해결해야할 중대한 문제로 대두되고 있다. 현재 이러한 재난피해의 확산을 막기 위한 수단으로 이동통신단말을 활용한 Cell Broadcast Service(CBS)를 활용한다. CBS는 한 번의 전송으로 다수의 단말이 재난 상황을 전파받을 수 있기 때문에 긴급재난문자 서비스에 효율적인 시스템이다. 미국, 유럽, 일본 등의 많은 국가에서도 CBS 기반의 긴급재난문자 서비스를 제공하고 있다. 하지만 기존 CBS 시스템은 기지국의 고정된 크기의 전파 범위만을 설정할 수 있어 세부적인 범위설정이 불가하다. 본 논문에서는 이러한 기술적 한계 이외에도 CBS 사용자들의 불편사항을 파악하기 위해 긴급재난문자 서비스 관련 대국민 설문조사와 행정안전부의 협조를 받아 실시한 공무원대상 설문조사를 분석하고 이를 통해 도출한 요구사항을 바탕으로 Geo-targeting CBS 시스템을 활용한 3가지의 긴급재난문자 서비스 시나리오를 제안하였다.
