Abstract
At present, crisis warnings are issued, upgraded, and canceled collectively based on risk information that can be obtained immediately without considering the mechanism according to situation development by disaster type and risk level characteristics by disaster type, and crisis warning is operated only as an administrative procedure. As a result, even though there are signs of a crisis, the judgment is delayed, and the damage tends to spread. In addition, as it is urgent to come up with a countermeasure due to the missed timing of actual crisis signs and judgments, automation technology for crisis signs monitoring, analysis, evaluation, dissemination (transmission), and crisis alert operation is required. Through analysis and learning process, we propose a technique for developing a system that enables rapid response measures by recognizing and judging risks in advance.
