Abstract
ATSC 3.0 introduces an IP-native and highly configurable transmission platform capable of delivering UHD video, immersive audio, interactive applications, and reliable public warning services. Among its capabilities, rapid dissemination of emergency alerts has become increasingly important for earthquake early warning, tsunami evacuation, wildfire response, and real-time control functions. This paper analyzes the end-to-end latency of Korea’s nationwide ATSC 3.0 deployment—the world’s largest operational NextGen TV system—where live broadcast delay is approximately 2.5 seconds. The analysis explicitly distinguishes intrinsic codec processing latency from system-level buffering effects, and each major latency component is identified and quantified. Furthermore, the paper proposes a standards-compliant emergency transmission configuration that significantly reduces total latency. Results show that through targeted PHY-layer reconfiguration and video-path simplification, end-to-end latency can be reduced to 250 ms without modifying A/322.
