Abstract
This paper proposes a Dual Steer mobile system for integrated terrestrial and non terrestrial network environments toward 6G. The proposed system enables a user equipment(UE) to simultaneously establish two PDU sessions over terrestrial and low earth orbit(LEO) satellite networks and dynamically steer or switch user traffic between them. Unlike conventional access traffic steering mechanisms designed for terrestrial multi access scenarios, we introduce a dual steer session group concept and policy driven traffic control framework to support dual steer ca- pability, steering modes, and threshold based path switching. We enhance to initial registration, PDU session establishment, and home routed(HR) roaming scenarios. The architecture guarantees service continuity and transmission quality in TN and NTN integrated environments and is suitable for future 6G mobile systems.
