- This paper considers network externalities with the aim of examining the validity of regulating mobile handset subsidies, and provides useful policy implications relevant to universal services as well as wholesale and retail price regulation. For this purpose, we empirically estimate the value of network externalities in the Korean mobile telephone service market. As a result, the annual value is estimated to be between 90.8 billion won and 219.9 billion won. Since the total amount of handset subsidies paid in the real market would be much greater than these estimates, handset subsidies can be almost regarded as a competitive marketing tool rather than having a justifiable role of internalizing network externalities. Meanwhile, recent government regulation of discriminative handset subsidy offers is limited in that it does not consider network externalities. Handset subsidies for marginal subscribers such as low-income and disabled users should be distinguished from those for general subscribers in terms of internalization of network externalities and support for universal service.
