- The present invention relates to a scalable decoding method, comprising: determining whether an inter-layer prediction can be applied for decoding an enhancement layer based on tag information, the tag information being signaled for the enhancement layer to be decoded, and indicating whether the inter-layer prediction can be applied to decoding the enhancement layer; generating an inductive reference picture from the decoded picture of the reference layer if so; constructing a reference picture list of a current block for the enhancement layer if so, wherein the reference picture list includesthe inductive reference picture; performing inter-frame prediction on a current block of the enhancement layer to generate a prediction block based on the reference picture list; generating a residual block of the current block; reconstructing the current block by using the prediction block and the residual block, wherein a step of generating the residual block includes: entropy-decoding a bitstream to generate quantized transform coefficients, inversely quantizing the quantized transform coefficients to generate transform coefficients, and skipping the step of generating the inductive reference picture if not, wherein the constructed reference picture list does not include the decoded picture of the reference layer or the inductive reference picture.
