Abstract
The invention relates to a method for decoding and encoding a video signal and a computer readable storage medium. The method for decoding a video signal includes: obtaining a scaling parameter of a scaling value of a current block; obtaining offset parameter merge information of the current block from the bit stream, wherein the offset parameter merge information indicates whether an offset parameter of the current block is the same as an offset parameter of an adjacent block of the adjacent current block; obtaining an offset parameter of the current block based on the offset parameter merging information; deriving an offset of the current block by scaling an offset parameter of the current block based on a scaling parameter of the scaling value; and adjusting a pixel value of the current block based on the offset, when the offset parameter merge information indicates that the offset parameter of the current block is the same as the offset parameter of a neighboring block adjacent to the current block, deriving the offset parameter of the current block from the neighboring block.
