- Disclosed are a method and an apparatus for encoding and decoding a video using picture division information. Each of the pictures of the video is divided into tiles or slices on the basis of the picture division information. Each picture is divided in one of at least two different ways on the basis of the picture division information. The picture division information may indicate two or more picture division schemes. The picture division scheme may be changed periodically or may be changed according to a specified rule. The picture division information may describe these periodic changes or specified rules.
