2. 해당 사업 목적 및 중요성 ❍ 정책적 관점 – 정부는 2012년부터 “All Connected Korea 국가전략 – 사물인터넷 활성화 종합계획”의 일환으로 사물인터넷 산업 및 시장 활성화를 위해 현장애로 기술 등 수요자 중심의 R&D를 강화하고 있으며, – 산업수요 관점에서 기술로드맵의 재점검/전환 및 연구기관 간의 역할을 재정립하여 사물 인터넷 핵심 기술 개발 및 시장 활성화에 주력하고 있음 – 이를 위해 사물인터넷 기반 조성, 사물인터넷 생태계 조성 및 사물인터넷 시장 창출을 위한 정책을 개발함 ❍ 기술적 선도 가능성 – “All Connected Korea 국가전략 – 사물인터넷 활성화 종합계획”에서 정부는 서비스 융합, 플랫폼, 네트워크 지능화 및 스마트 디바이스 분야에서의 원천 기술을 발굴하여 중장기적으로 이를 개발하기 위한 정부차원의 정책을 마련하였음 – 개발된 기술은 선도적 국내 표준화를 통한 사물인터넷 산업 활성화를 위해 실제 산업 현장의 표준화 수요를 반영하는 실수요형 국내 표준개발 추진하고, 사물인터넷 관련 국제표준화기구인 ISO/IEC JTC 1, oneM2M, ITU-T, 3GPP, IEEE 등에서 국내 기술의 국제 표준화 적극 추진하는 전략을 마련함 ❍ 이러한 정책 하에, – ISO/IEC JTC 1에서 사물인터넷 관련 표준을 개발하고, – 이를 바탕으로 2017년 사물인터넷 신규 표준화 위원회 설립을 위한 국제표준화 리더십 확보 ❍ 기술적 파급효과 – 국가적 차원의 사물인터넷 상호운용성 표준 개발을 통한, 글로벌 선진 기업 중심의 폐쇄적 사물인터넷 생태계로부터 국내 IT 중소중견 기업 보호 – 국가차원의 사물인터넷 인프라 확보를 통한 실생활 적용 다양한 지능형 사물 및 사물인터넷 서비스 출현 유도 – 표준기반 개방형 사물인터넷 구조, 상호연동이 가능한 사물인터넷 플랫폼 활용을 통한 시민참여형 사물인터넷 장비/서비스 연동 개발 확산·사물인터넷 기술의 실제적인 빠른 파급 효과 기대
3. 수행 내용 및 범위 1) 국제표준개발 ❍ ISO/IEC 30141에 대응하는 사물인터넷 상호운용을 위한 시맨틱 상호운용 표준개발 - 이종의 사물인터넷 플랫폼 간 운용을 위한 시맨틱 상호운용 표준개발 - 3차년도 CD 승인을 목표로 함 ❍ 사물인터넷을 위한 용어정의 표준개발 - 사물인터넷 공용 용어 표준개발 - 3차년도에 DIS 승인을 목표로 함 ❍ 사물인터넷 상호운용 프레임워크 표준개발 - 이종의 사물인터넷 플랫폼 간 운용하는 상위 개념적 구조 및 기능 모델을 포함하는 프레임워크 표준개발 - 3차년도에 DIS 승인을 목표로 함 2) ISO/IEC JTC 1/WG 10(IoT)의 국내·외 협의체/협력 네트워크 구축 ❍ 국내 협의체 구성을 통한 적극적인 국제 표준화회의 참석 지원 및 표준화 과제 발굴 - ISO/IEC JTC 1/WG 10 전문위원회(또는 연구회) 운영지원 - 국내 산·학의 의견 수렴 및 표준화 과제 발굴과 국제표준화 반영 - 국내 사물인터넷 전문가의 사물인터넷 국제 표준화회의 참석 지원 ❍ 미국, 중국 및 유럽 등과 협력 네트워크 구축 또는 관련 협의체 참가를 통한 표준화 리더십 강화 - 사물인터넷 표준화 리더십 강화 및 SC 신설협력 구축을 위한 미국, 중국 및 유럽 등과의 사물인터넷 협력 네트워크 이용 3) ISO/IEC JTC 1/WG 10 국제표준화 회의개최 ❍ JTC 1/WG 10 국제표준화 회의 한국개최 - 2016년 ~ 2017년 사이에 개최되는 WG 10 국제표준화 회의 한국개최 (1회) - 국내 산·학·연의 관련 전문가의 사물인터넷 국제표준화 회의 참석 유도 및 신규 위원회 설립을 위한 기반 구축 4) ISO/IEC JTC 1 내 사물인터넷 분야 SC 신설 및 간사국 수임 ❍ 사물인터넷 표준화 로드맵 발표를 통한 SC 신설 제안 및 리더십을 통한 간사국 수임 5) 표준의 확산 및 산업체 의견수렴 활동 ❍ 표준의 실제 산업에 대한 기여가 가능하도록 표준의 확산 및 산업체 의견 수렴활동 진행 - JTC1 / SC29 WG11 (미디어 센트릭 IoT) 표준화 활동 진행을 통하여 개발된 표준의 국제적 확산을 도모함 - 사물인터넷 상호운용성 국내 포럼표준의 개발을 통하여 국내의 표준확산 및 포럼의 구성원인 학계 및 산업계의 의견수렴활동을 진행함
