가. 연구내용 ○ 본 연구는 우편집중국 자동화 촉진을 위한 방안과 기술 개발의 타당성 및 방법론을 제시하는 것을 목표로 하여 - 우편 주소정보 체계 연구 - 한글 4상 바코드 기술 개발 - 한글주소 고속인식 기술 연구 - 고객 바코드 시스템 개발 - 우정기술정보의 보급 등을 연구 내용으로 한다. 나. 연구 범위 ○ 우편 주소정보 체계 연구 우평 주소정보 체계는 우편 자동판독구분기의 OCR(Optical Character Reader) 에서 우편번호나 주소의 판독률을 높이기 위한 우편주소 기재 정형화 방안과 향후 순로구분 자동처리 시스템을 위해 배달 순로에 따라 번지에 부여할 순로정보 체계 및 코드화 방안 연구를 수행한다. ○ 한글 4상 바코드 기술 개발 순로구분 자동처리 시스템의 요소 기술인 우편 구분용 바코드의 개발로 한 글까지 표기할 수 있는 4상 바코드의 최적 설계 방안을 제시하기 위하여 다양한 설계안 제시 및 이의 인쇄와 판독 시험 시스템을 개발한다. ○ 한글주소 고속인식 기술 연구 한글주소 고속인식 기술 연구는 국내외 기술을 분석하여 우편 자동판독구 분기의 OCR에서 우편물의 한글주소를 초당 10매 이상 판독할 수 있도록 한글주 소 고속인식 기술의 연구개발 방안을 구체적으로 제시한다. ○ 고객 바코드 시스템 개발 우편집중국에 설치된 자동구분기의 가동률 제고 및 원가절감과 함께 우편 서비스의 향상을 위해 실시되는 고객에 의한 바코드 인쇄 제도의 시행을 위한 흑 백 3 out of 5 바코드 인쇄 및 검증 장치, 고객 주소 및 우편번호 관리 시스템 등 실 용 시스템을 개발한다. ○ 우정기술정보 Letter지 발간 보급 우체국 종사자들에게 새로운 우정기술 정보의 전파를 통해 기술의 보급은 물론 우편 자동화 및 정보화 마인드를 조성하기 위하여 국내외 기술을 조사 분석 하여 연 4회 발간 배포한다. 다. 연구 방범 ○ 정보통신부의 우편집중국 건설 계획 및 현황 분석을 통한 연구 개발 계획 의 수립 ○ 국내외 전문지, 학술 대회 참가, 전문가 초정, 현장 견학 등을 통한 기술 및 동향 파악 ○ 우정국을 중심으로 산업계, 학계, 그리고 선진국의 산업체와 기술 협력 체 제를 구축하여 기초기반 기술은 학계와 공동으로 추진하고, 선행 시작품 개 발은 산업계와 공동으로, 요소기술은 국제기술협력으로 추진
