Abstract
□ 연구개발 목표 및 내용 ○ 최종 목표 「방송통신발전기본법」에 의한「방송통신설비의 기술기준에 관한 규정」과 그 예하 고시의 ICT 기술 변천과 관계 법제 변화에 대응한 기술기준 개발
○ 전체 내용 「방송통신발전기본」제28조(기술기준)제1항에 의한 대통령령인 「방송통신설비의 기술기준에 관한 규정」과 위임 기술기준 고시의 기술규격 및 제·개정안 개발, 기술기준 연계 표준화, 각종 연관 제도 개선안 마련 - 세분 기능 목표 구분에 의한 분류는 아래 부속 표와 같음.
□ 연구개발성과 본 연구는 법제에 반영되는 기술규격(기술기준)을 개발하는 것으로서 의무적으로 지켜야 하는 기준 규격임. 방송통신서비스의 안정적 운용과 유지를 위하여 최소 한도로 필요한 기술조건들로서, 이러한 것이 갖추어져 있지 않을 때에는 서비스의 치명적 장해를 유발하고, 나아가 인명 및 시설 피해, 경제적 손실을 가져오게 되므로 국민 생활의 안전과 정보통신망 서비스 이용/권익을 보장할 수 있는 기술기준을 연구개발함. 이러한 성과의 목적은 다양한 분야를 소화하는 것으로서 대규모 재난 안전 확보 차원에서 주된 기술 성과로서 이동통신기지국 시설의 의무화 대상 범위를 확대/개편하고 효율적 설치방법을 마련하였으며, 방송통신설비 지진대책 강화를 위한 설계조건 개선과 해석검증방법을 수립하였고, 망기술 진보에 따른 기가망 서비스 구축 시설조건을 도입함.
□ 연구개발성과 활용계획 및 기대 효과 본 과제 결과물의 이용 특성은 법의 목적에 따라 각 법령 제도에 직접 반영되는 것이므로 대국민 서비스 향상 차원과 권익보장, 정보통신 서비스의 기초 품질 확보, 국민 생활안전 기반 구축 등의 목적적 효과를 법의 시행에 의하여 즉시적으로 달성하는 것임. 이러한 법률 적용의 특성상, 목적이 바로 효과로 결부되는 체계를 가지며, 기술기준의 시행 자체로써 활용되는 것임.
