Abstract
전자파의 인체영향에 대한 유무해 논쟁은 1980 년대 초반부터 본격화되기 시작하였으며, 선진국에서는 많은 연구비를 투입하여 관련된 연구를 지속적으로 수행해 오고 있다. 우리나라를 비롯하여 미국, 유럽 등에서는 지금까지 인체 영향에 대한 과학적 근거가 확실한 전자기장의 열적 영향과 유도전류에 의한 자극작용을 바탕으로 전자기장 인체보호기준을 제정하여 권고안 또는 강제기준의 형태로 적용해 오고 있다. 미약한 전자기장의 장기간 노출에 의한 비열적 영향에 대해서는 아직 많은 논란이 있으며, 세계보건기구(WHO)에서는 1996 년 국제 EMF 프로젝트를 시작하여 0 ~ 300 GHz 대역의 전자기장 노출에 대한 건강 위험성 평가를 위해 필요한 연구주제를 선정하고 국제적인 공조 하에 대규모의 연구과제들을 수행하도록 조정하고 있다. 그리고 연구결과의 객관성 및 과학적 타당성을 확보할 수 있는 연구방법을 채택, 권고하고 있으며, 오는 2007 년 정(static)전자기장, 극저주파수(ELF) 전자기장, 그리고 무선주파수(RF) 전자기장에 대한 건강영향 평가서를 발간할 계획이다.
